Employees of Legal Advisor, Liz Mônica (manager), Roberta Sereno (sub-manager) and Marianna Magalhães (legal assistant) represented Fiotec at the seminar “National Code on Science and Technology (Law Project 2,177/11) – Strategies for development of research and innovation in Brazil”, held yesterday (6/13) at Fiocruz. At the event, the urgent need for the support foundations to present a proposal to cover a specific chapter on their participation was confirmed. “The way in which the support foundations are presented in the project is very shy, and may end up restricting the participation/support to Fiocruz projects” explained manager Liz Mônica.
Fiotec will write a chapter on support foundations as a proposal. “We’ll write a chapter unifying the sparse provisions included in the Science and Technology Code and adding articles that make the procurement system more flexible for inputs and equipment for research, in addition to other topics that stifle our performance”, concluded Liz.
The event
The meeting provided great advances to the debate on the project, since it brought together many people involved with the area of Science, Technology and Innovation (CT&I) who were interested in discussing it.
Fiocruz researchers, along with the Presidency and Vice-Presidency for Management and Development (VPFDI), showed the need for the academic community to be directly involved with writing the CT&I Code. For this, the phone numbers and e-mail of Deputy Sibá Machado, rapporteur of the project, were made available for proposals to be sent whenever necessary.
At the event, the commission for preparing the project at the Chamber of Deputies reached the following conclusions: it will be necessary to prepare an Amendment to the Federal Constitution (article 218/219); to establish better parameters in relation to the Differentiated System of Contracting for the CT&I area; to discuss about a proposal of Law on Access to Biodiversity; and to transform Draft Law 2,177/11 into a bill of Law and not of National Code.
