Problems and challenges linked to Human Resources in Health have been highlighted in the current national setting, mainly when we observe the limitations to the evolution of the constitutional premises of the Unified Health System (SUS). The need to develop mechanisms of interaction between training institutions and health services and regulate the production of various professions is already deemed essential, seeking to adapt the training of workers to a universal, equitable and quality care model to serve the health needs of the population.
In this sense, the Research Center Aggeu Magalhães(Fiocruz Pernambuco), with the support of Fiotec, started this year the project "Strategies for regulation of health work in different management models for public health services in Northeast States". The unit's public health department operates one of the Workstations of the Human Resources in Health Observatory Network and intends to cooperate with the international efforts by working regionally in the states of Pernambuco (PE), Paraiba (PB), Sergipe (SE) and Bahia (BA) through such Workstation.
Regional specificities
The project involves specific goals linked to the Northeast, namely: analyze the work technologies used, the collective work being developed and the work strategies of family health teams in the city of João Pessoa (PB); analyze how the workmanagement in health care is done in the public and private management models for of health services under the responsibility of the state of PE; analyze the work management process in the State Foundations of SE and BA to contribute to the decision-making by public health managers; and identify the training and intervention profile of Physical Education Teachers working in the public health care, thus building a demography and mapping of the profession and its relationship with the SUS.
In addition to the preparation of documents, consolidated reports, databases and training profiles, the project provides for integrative workshops among the four Workstations of the Human Resources in Health Observatory Network of Fiocruz in order to harmonize the work, activities and actions in common. An international seminar addressing the main results of the fourcollaborative stations is also planned, with the participation of the Pan American Health Organization (PAHO), researchers from the Observatory Network and SUS managers.
Workstation of the Human Resources in Health Observatory Network
The Workstation of Fiocruz Pernambuco began operations in October 2010. Since then, it is engaged in the development of studies and analyzes on health human resources policies in Brazil, in addition to subjects and courses that seek to foster debate on the management and research in the sector.
I was created in view of the concern in providing answers to research gaps in the HR area in Pernambuco and the Northeast in general. In the second year, it was integrated into the Brazilian Human Resources in Health Observatory Network (ObservaRH) and is one of three workstations located in the Northeast.
