Last Friday, June 2, the Institute of Technology in Immunobiologicals (Bio-Manguinhos) officially launched the book entitled "Innovation in Public Administration: the history of Bio-Manguinhos”. The publication tells the company’s success story of creating a new management model, more consistent with the line of work at the institute, responsible for technological development and production of vaccines, reagents, and biologics, the priority of which is to serve the Brazilian population’s public health needs.

FIOTEC supported the book’s publication through the project “Implementation of a new management model at Bio-Manguinhos”. Project analyst Sabrina Vieira represented FIOTEC at the book launch.

During the event, Arthur Roberto Couto, former director of the institute and leader of the process that created the company, explained the book’s importance for recording the gains obtained during the study period and his understanding of the new management model. “We realized that we had done a lot, but that we hadn’t recorded it. Now we’re going to leave a written record of this innovation, which became a model even before starting its activity,” Couto said.

Bio-Manguinhos: a public company

The purpose of turning a scientific and technological division into a Federal public company affiliated with FIOCRUZ is to adjust its legal and administrative model to its core business, namely industrial production and technological development, strengthening the institution’s technological innovation chain and the Unified Health System (SUS). The idea is to give the processes more agility and flexibility.

The idea was discussed internally at FIOCRUZ, and only after approval it became a bill of law. As recorded in the book, the institute is now ready to act as a public company, and all it requires is the bill’s approval by the National Congress.

“If I could summarize this book in one word, it would be ‘daring’. The price to pay for daring is dedication. We dared to make this book and put huge effort into it. If we continue in this same daring spirit, I have no doubt about how great this public company will become,” concluded Daniel Lacerda, one of the authors.
