Through an agreement with the Secretary’s Office of Health of the Federal District and Fiocruz Brasília, Fiotec relies on the collaboration of researchers of the University of Brasília (UnB) to enable the Primary Healthcare Qualification Program of the Federal District (Qualis-APS). The actions target the staff of Family Health, Oral Health, and managers of Primary Healthcare in the Federal District, with the goal of articulating training and evaluation of the professionals who manage the teams and the structure of Basic Health Units.
Qualis develops its activities in a participative fashion, to employ experiences and knowledge of workers, managers, and representatives of the Unified Health System. The program also acknowledgs popular participation so that it is possible to improve the services provided, strengthening the territory where it is active and integrating the teams of primary and secondary healthcare networks.
This means that, in order to understand the necessities and points that need to be improved in healthcare providing, Qualis does its legwork and talks to healthcare professionals and users. In 2021, as it made the initial diagnosis of structure of work processes of the teams and of APS management in the Federal District, the project concluded the self-evaluation of 100% of managers and 99% of teams.
Primary Healthcare currently responds to about 85% of health demands received by the Basic Health Units in the Federal District. Each Family Health Strategy team consists of one family doctor, one family nurse, up to two nursing technicians, and one community health agent. This group is in charge of a population of up to 4,000 people.
