Fiotec is present at the 3rd Brazilian Congress on Public Procurement - Fiotec

Between August 8 and 11, the 3rd Brazilian Congress of Public Procurement took place in Foz do Iguaçu, Paraná. The event approached contents regarding public purchases with the implementation of the new Public Bidding Law (Law No. 14.133/2021). Fiotec was represented by Purchases and Services manager, Luisa Couto, the National Acquisitions and Services coordinator, Washington Paulo, and Bidding Analyst, Monique Laranja.

During the four-day immersion, attendees had the opportunity to expand their knowledge, share best practices and valuable experiences in their bids and contracts, creating a unique learning environment. According to Washington Paulo, it was important to get a view from the other government units and controlling agencies about the new Bidding Law that will replace Law No. 8.666/1993.

"During the congress we were able to better understand what impacts we will have with the new law, with interpretation from specialists that provided us with a strategic vision in the search for efficiency in our purchases," says Luisa.

Furthermore, Monique adds that, on the occasion, studies of the possibilities of how the control bodies can enforce the procedures of the new law were raised. "The congress was important for us to check whether our understanding of the new bidding law, which is so complex, is in the same sense as that of the speakers, who are professors and active in the area, and of the speakers who work in control agencies.

Teams involved

Fiotec's National Acquisitions and Services sector is part of the Logistics Management of the institution. Its staff is responsible for negotiating with suppliers, for purchasing goods and supplies, and for contracting services for the projects managed in partnership with Fiocruz. The sector is divided into two large teams: one focused on the several bidding processes, with the elaboration of the call for proposals and the auctioneer; and the other responsible for direct purchases, when there is no need for a tender for the acquisition of goods and services.

The Legal Department, of which Monique Laranja is a member, works on the development of legal solutions that produce the lowest possible risk for Fiotec. Our legal experts work daily on studies about the current legislation, on analyses of the contracts signed by the institution, and also on risk analyses in general.
