On March 14, Marianna Camargo and Monique Amaral, professionals of Fiotec’s Legal Advisory Service, promoted the Workshop for Law no. 14.133/21 for members of the Confies Collegiate of Prosecutors (National Council of Foundations for Support to Universities and Scientific and Technological Research Institutions). The event was held online and discussed the impacts of the legislation on support foundations.
The law is recent and establishes general norms for public bids and contracts for direct, municipal and fundational Public Administrations of the federal government, of state governments, of the Federal District, and of the municipalities. According to the document, the public bidding process aims to ensure the selection of the proposal suitable for the generation of the most advantageous contract for Public Administration, to avoid overpriced or overbilled contracts.
Amaral began the debate by providing context to the main topics of legislation, such as duration of contracts, accreditation, and auxiliary procedures. She also listed the strong points of the new law: transparency, competitiveness, planning, risk management, and longer contracts.
According to Camargo, who has been a member of the Collegiate since November 2021, it is important to be a step ahead when discussing these issues and proposals, as “they have a direct effect on our activities to support the projects”. The lawyer also said that the support of professionals of all areas and departments of the foundations is crucial to ensure full adaptation to the legislation, therefore generating good results in the studies and research lines developed by the supported institutions.
