Some professionals from Fiotec were present in the 4th Public Procurement Congress, which took place between August 7th and 10th. The event is promoted by Instituto Negócios Públicos (Institute of Public Business) and gathered professionals from all over Brazil to discuss innovations, challenges and opportunities in the field of logistics.
The Congress was boosted by the regulation of the New Law for Public Tenders and Contracts (14.133/2021), which aims to assist procurement planning and contracting within the scope of public administration. Furthermore, the Law enables the creation of an environment more favorable to innovation and scientific and technological research.
This Law particularly concerns public tender modalities. Now, the modalities which must be considered are: tendering, competition, contest, auction, and competitive dialogue. From that change, price and invitation-making, which were contemplated by the former law, are no longer present in the new one.
According to Viviane Marques, participating in the Congress has allowed professionals to check the progress of Fiotec with the recommendation of law. “We acknowledged that the institution is already regularly and gradually complying with all the changes requested by the control authorities,” she says.
Besides Viviane, Luisa Couto and Washington Gutemberg, from Logistics; and Claudia Peixoto and Monique Amaral, from Management of Legal Affairs were also present.
