Confies introduces to Andifes a proposal of a new legal framework on the Support Foundations to IFEs and ICTs - Fiotec

Committed to enabling a new legal framework for Support Foundations, this Thursday, November 22nd, the President of Confies introduced to the Board of the National Association of Directors of Federal Institutions of Higher Education (Andifes) the proposal of a new bill to update the so-called Law of Support Foundations (Law No. 8.958/1994) -, which governs the relationships between the foundations, federal higher education institutions (IFEs) and Scientific and Technological Institutions (ICTs).

The document was presented in the Ordinary Plenary Council Meeting of Andifes in Brasília. In September, the draft had been submitted to the Science, Technology and Entrepreneurship of Andifes, days after the president of Confies, Antônio Fernando Queiroz, submitted it to congresswoman Luísa Canziani, President of the Chamber’s Science, Technology and Innovation Committee.

This Thursday, at the Ordinary Plenary Council Meeting of Andifes, the CONFIES representative remarked that the support foundations currently work under archaic laws, about to be 30 years old, going against the 21st-century technological advances, such as biotechnology and artificial intelligence. Furthermore, adds Queiroz, “this is becoming increasingly more necessary and urgent to give the partnership between the IFES and ICTs the agility and safety it takes for those institutions, considered great producers of research involving science, technology and innovation to be compatible with the current needs of society”.

According to Queiroz, Confies will “address” all considerations and suggestions pointed out by the board of Andifes to propose a new legal framework for the Support Foundations.

“Universities are essential partners to the Support Foundations in this journey. We will discuss all the points in the National Congress of Confies, which will take place next week in Brasília,” adds Queiroz, who is also a Professor at the Federal University of Bahia (UFBA) and the Executive Director of Fundação Fapex, which support UFBA and other ICTs of Bahia.
