MCTI, CNPq and Finep launch new public notices to promote science, technology and innovation - Fiotec

On October 16, the headquarters of Academia Brasileira de Ciências [Brazilian Academy of Sciences] (ABC), in the center of Rio de Janeiro/RJ, hosted the launch event of public notices to promote science, technology and innovation, promoted by the Ministry of Science, Technology and Innovation (MCTI), Conselho Nacional de Desenvolvimento Científico e Tecnológico [National Council for Scientific and Technological Development] (CNPq) and by Financiadora de Estudos e Projetos [Financier of Studies and Projects] (Finep).

The table was composed of the Minister of ST&I, Luciana Santos; Ricardo Galvão, president of CNPq; Celso Pansera, president of Finep; Helena Bonciani Nader, president of ABC; Renato Janine Ribeiro, president of Sociedade Brasileira para o Progresso da Ciência [Brazilian Society for the Advancement of Science] (SBPC); Odir Dellagostin, president of Conselho Nacional das Fundações Estaduais de Amparo à Pesquisa [National Council of State Research Support Foundations] (Confap); Denise Pires de Carvalho, president of Coordenação de Aperfeiçoamento de Pessoal de Nível Superior [Coordination for the Improvement of Higher Education Personnel] (Capes); among other authorities.

Fiotec was one of the institutions invited to participate, bringing to the meeting the Project Initiation analysts Adrielly Faria and Marcia Perdonati. The professionals followed the debate on the new paths for scientific, technological and innovation development throughout the country, with the presentation of five new notices that add up to more than BRL 3 billion in resources:

Expansion of the National Institutes of Science and Technology (INCT)

The National Institutes of Science and Technology (INCTs) program, aimed at promoting the formation of multi-institutional and interdisciplinary networks dedicated to research in strategic areas, receives proposals for the creation of institutes until December 9 . The new public call quadruples the amount invested compared to the 2022 edition, reaching BRL 1.5 billion.

MCTI/Finep/FNDCT Public Call – Pro-Infra Regional Development

It allocates up to BRL 600 million to strengthen the research infrastructure in the North, Northeast and Midwest regions. The action seeks to reduce the national asymmetry by encouraging the training, development and retention of human resources in the regions, promoting the implementation of research infrastructure and the creation of collaborative R&D networks.

Expansion of Productivity Grants

CNPq has increased by about 50% the budget allocated to the Research Productivity (PQ), Senior Research Productivity (PQ-Sr) and Technological Development and Innovative Extension (DT) Grants. This year, for the first time, the notice unifies the three categories, with submissions open until December 30. The total investment will be BRL 466.7 million, an increase of approximately BRL 160 million compared to last year.

Universal Call 2024

Aimed at researchers from all areas of knowledge, proposals for the Universal Call can be submitted until December 10 , 2024. Through one of its most traditional calls, CNPq will have a budget of approximately BRL 450 million, a significant increase compared to the previous edition, about 50% more, thanks to the contribution of resources from FNDCT.

MCTI/Finep/FNDCT – Green Yellow/Technology Parks

It will invest BRL 100 million in non-reimbursable resources from FNDCT. The following states will be covered: Acre, Alagoas, Amapá, Amazonas, Espírito Santo, Maranhão, Mato Grosso, Piauí, Rondônia, Roraima, Sergipe and Tocantins, which were outside the previous call. This notice is mainly aimed at projects for the implementation and operation of Technology Parks in the North, Northeast and Midwest regions, seeking to correct national asymmetries. The deadline for receiving proposals ends on December 16 , 2024.

According to Marcia Perdonati, Fiocruz units, especially in the North and Northeast regions, are already mobilizing to submit proposals for the public notices of Finep, one of the largest funders in research infrastructure in the country. In 2024 alone, with the support of Fiotec, the Foundation submitted around BRL 270 million in proposals for eight public notices from the Financier.
