In October 2024, the Financier of Studies and Projects (Finep) launched the public call MCTI/FINEP/FNDCT PROINFRA Regional Development - North, Northeast and Center-West NNECO/2024, with the aim of providing financial support for the expansion of scientific and technological research infrastructure in the North, Northeast and Center-West regions. Some of the technical units of the Oswaldo Cruz Foundation, including IGM, ILMD, Fiocruz Rondônia, Fiocruz Ceará, Fiocruz Pernambuco, Fiocruz Piauí and Fiocruz Mato Grosso do Sul, organized themselves together with Fiotec to submit proposals to the call. This was done through the support foundation's Project Initiation team.
After two months of meetings and adjustments to present a robust and competitive proposal, three sub-projects were presented. The result of the first phase, which deals with institutional qualification, took place in February of this year. Both the proposal and its three sub-projects were fully qualified.
Fiotec's Project Initiation analyst, Adrielly Faria, then put together an infographic (image below) that allows for a more qualitative assessment in order to gain an insight into the level of competition by region in Brazil. The material was shared with the coordinators of the three sub-projects linked to the submission.
The result of the public call is scheduled for May 2nd and will assess the technical and scientific merit of the proposals submitted.
Positive history in submissions to Finep
Fiocruz, with the support of Fiotec, has obtained good results in submitting proposals to the Financier. In 2024 alone, almost BRL 300 million in proposals were submitted. Of these, approximately BRL 200 million in funding has been secured through the approval of proposals.
In 2025, there are two public calls open by Finep:

Some Fiocruz units have contacted Fiotec and expressed an interest in submitting proposals, as well as others who already have initiatives in the preparation phase. The work is being led at Fiotec by analysts Adrielly Faria and Márcia Perdonati. They point out that if all the units really decide to submit proposals for the two calls, the foundation will be able to handle a volume of resources requested from Finep of just over BRL 200 million. According to the analysts, this would be a record amount for just two calls for tenders.
